Effective April 6, 2026, companies will be able to submit group annuity filings for issuance to other than employer groups as the following uniform standards were amended to accommodate non-employer groups:

1. GROUP FIXED ANNUITY CONTRACT UNIFORM STANDARDS (IIPRC-A-02-G)
2. GROUP ANNUITY CERTIFICATE UNIFORM STANDARDS (IIPRC-A-02-G-CERT)
3. UNIFORM STANDARDS FOR GROUP GUARANTEED INTEREST CONTRACTS FOR NON-VARIABLE ANNUITIES (IIPRC-A-02-G-GIC)

To facilitate non-employer group filings, the Compact enabled a new filing type "Group Policy Forms - NEG". This filing type is required to be selected when the material in the filing will be used for non-employer groups to any extent, even in combination with employer groups. This ensures the correct submission requirements are generated, so compliance is achieved with respect to those requirements. If this filing type is not chosen, the filer will be required to re-file under the correct filing type of "Group Policy Forms - NEG".

Before submitting a group annuity filing for use with groups other than employer groups, please review Filing Information Notice (FIN) 2025-1 which details the filing process and responsibilities of the company filer using the Compact to file forms for use with Non-Employer Groups authorized by Compact States. Specifically, filers will find new SERFF submission requirements in Compact filings for Group Annuity submissions. The guidance also addresses how to expand the use of previously approved products for Non-Employer Groups.
