Add the Newest Member Jurisdiction to Compact Filings Starting March 21st!
Did you know that the District of Columbia will be available to add to Compact product filing submissions on March 21st? In this weekly tip, we will refresh key steps for adding the District of Columbia to your filing submissions.
On March 6th, the District of Columbia became the 46th Compact Member Jurisdiction. Please note in its legislation, the District of Columbia opted out of long-term care insurance. Before adding the District of Columbia to your Compact filings on March 21st, consider the following:
- Status of filing ? States may only be added to submissions that are either ?Closed-Approved? or currently pending review with the Insurance Compact. The District of Columbia may not be added to filings that are ?Closed-Withdrawn.? More detailed instructions for How to Add a State are available on the Insurer Resources page of the Insurance Compact website.
- Annual registration ? A company must be currently registered with the Insurance Compact to add the District of Columbia to a filing. If your company is not registered for 2019 and you wish to add the District of Columbia, you must first submit the registration submission which includes the Update-Only registration option. Once registered, then you may add the District of Columbia to the filing submissions that are ?Closed-Approved.?
- Filing fees ? The District of Columbia does not collect filing fees. There are no Insurance Compact filing fees for adding the District of Columbia to a filing submission.
Will you be adding the District of Columbia to a filing submission that was originally filed as Mix and Match?
If so, remember to address your intent to Mix and Match District of Columbia-specific forms in a Note to Reviewer. To receive acknowledgement from the Compact when adding the District of Columbia to previously-approved filings, one of two things must happen:
- If the SOI has to be updated to reflect District of Columbia-specific forms, the company filer must submit a Note to Reviewer requesting that the filing be re-opened for the purpose of updating the SOI to reflect the District of Columbia forms being used.
- If the SOI does not need to be updated because there will be no Mix and Match with District of Columbia-specific forms, send a Note to Reviewer indicating that the SOI does not need to be updated, as the company will not be utilizing Mix and Match of District of Columbia forms with the Compact-approved forms.
We ask for clarification via Note to Reviewer because if the filing already uses Mix and Match, we assume it will also use Mix and Match for the District of Columbia. The District of Columbia will not be acknowledged by the Insurance Compact on a Mix and Match filing submission until the information pertaining to the SOI is provided. Failing to provide this information will delay acknowledgement of the District of Columbia on previously-approved filings.
