Letter from Karen Schutter, Executive Director
Greetings from the Compact! After the massive snowstorm that swept through much of the country this past weekend, I hope you’re staying warm, digging out safely, and catching at least a hint that spring might not be too far away.
Speaking of spring, we’re gearing up for the Joint Meeting of the Management Committee and Commission in San Diego, CA next month. This hybrid meeting is scheduled for March 24, 2026, at 10:15 a.m. PT. The final agenda will be released on March 9, and we encourage you to keep an eye on the Events page of our website for additional updates as we get closer to the meeting.
In preparation for San Diego, the Compact Office will host several member prep calls to walk through key items on the agenda and offer regulators a chance to ask questions. The full schedule will be released the week of March 2, and member state regulators are welcome to attend whichever session works best for them. Once posted, registration will be available on the Events page and NAIC Connect.
The Compact’s new Direct Final Rule process—designed for noncontroversial rule changes—officially became effective on February 2. This streamlined pathway allows the Commission to adopt certain rules more quickly: if no objections are received within the designated notice period, the rule becomes final without going through the full rulemaking process. This new option helps the Compact move routine updates efficiently while preserving all existing safeguards. More information can be found on the Record Adopted Standards page of the website.

For this edition, we profile Louisiana Insurance Commissioner Timothy J. Temple!
Timothy J. Temple was elected as Louisiana’s Insurance Commissioner in 2023.
Commissioner Temple has worked in the insurance sector for more than two decades. He is dedicated to leveraging his extensive industry experience to shape a regulatory and statutory environment that not only ensures competitiveness but also enhances the attractiveness of Louisiana's insurance market.
As the state’s top insurance official, Commissioner Temple is committed to protecting the interests of policyholders while promoting a flourishing insurance market that benefits all residents and businesses in Louisiana.
Prior to becoming Insurance Commissioner, he served as president of Temptan, a family-owned investment management business in Baton Rouge, LA. Additionally, Commissioner Temple is a former chair of the Louisiana Committee of 100 for Economic Development, working outside of government to provide leadership and resources with a focus on growing Louisiana’s economy.
Product Standards Committee Update
February 10 Recap
The Product Standards Committee launched its 2026 work on February 10. Chair Andria Seip opened the meeting and welcomed Nebraska Insurance Director and Compact Chair Eric Dunning, who reiterated the Compact Officers’ support for the committee and emphasized collaboration, open discussion, and keeping commissioners informed throughout standards development.
The committee reviewed its 2026 charter and work plan, along with results from the annual effectiveness survey. Feedback centered on improving access to meeting materials, encouraging broader state participation, and increasing engagement from the Consumer Advisory Committee. Staff noted ongoing efforts to support these improvements.
The committee also outlined its early priorities for the year, including development of new group annuity standards through a regulator subgroup and upcoming technical work by the Actuarial Working Group.
February 24 Recap
The Product Standards Committee met on February 24. The committee revisited two annuity related amendments. The first would add language to the Individual Immediate Non Variable Annuity Contract Standards to align them with the existing deferred standards. The second concerns updates to the Individual Deferred Paid Up Non Variable Annuity Contract Standards, clarifying how participating and non participating annuitants are treated. The committee will now seek feedback on both amendments during the public call scheduled for March 31.
The Compact Office also provided updates on subgroup work, noting that drafts for the variable annuity subgroup are in progress and additional volunteers are welcome. The Actuarial Working Group will soon begin work on adjustable life bonus benefit standards and several index linked variable annuity items, with several new actuaries joining following recent outreach. The meeting concluded with a brief review of the PSC’s upcoming schedule, including the next meeting on March 17.
Rulemaking Committee Update
The Rulemaking Committee met on February 23 and opened its 2026 work with strong participation from states across the Compact, including several new representatives. Members shared brief updates from their agencies before turning to the annual governance survey, which reflected broad satisfaction with meeting organization and engagement. A suggestion to improve access to meeting materials prompted discussion about usability, and staff noted ongoing efforts to keep all documents easy to find in a single central location.
The committee reviewed its 2026 charter, outlining responsibilities such as maintaining operating procedures and supporting consistent regulatory processes among member states. This year, the committee will take on a new assignment to develop a standardized approach for updating existing uniform standards, including steps and criteria for five‑year reviews, technical revisions, and other changes.
Members also finalized the intermediate review process, incorporating two clarifications based on public feedback: requests will be submitted electronically, and new information generally cannot be added once a review is underway. The finalized process will be forwarded to the Management Committee for further consideration.
2026 Compact Officers Roundtable Events
Save the Date!
The Compact Officers are pleased to announce two Roundtable events scheduled for 2026. These meetings will continue to build on the momentum from last November’s Roundtable, where the introduction of vignette‑based discussions offered a refreshed format and contributed to increased engagement across our membership.
The first Roundtable will be held on July 15, 2026, in Boston, Massachusetts, aligned with the NCOIL Summer Meeting to support broader coordination and participation among stakeholders. The second Roundtable is scheduled for October 21, 2026, in Omaha, Nebraska, in conjunction with the Insurtech on the Silicon Prairie event, offering attendees an additional opportunity to connect with colleagues and engage with related activities taking place in the area.
Both sessions are designed to facilitate thoughtful discussion, support regulatory clarity, and encourage meaningful exchange among members and stakeholders. Additional details, including agendas and registration information, will be shared in the coming months.
