Proposed Compact Actions Open for Public Comment
Following the March 24 Joint Meeting of the Management Committee and Commission, the initiatives below are proposed and open for notice and comment. None are final at this time. Filers are encouraged to review the materials and submit feedback during the comment period.
1. Proposed Accidental Death Benefit Ratio Amendments
Proposed amendments to the Standards for Accidental Death Benefits and the Additional Standards for Accidental Death and Dismemberment Benefits for individual life products would formally add a requirement addressing the permissible ratio of all‑cause death benefits to accidental death benefits and clarify how the ratio applies (including for graded death benefits).

2. Proposed Interim Review Operating Procedure
A proposed Operating Procedure for the Intermediate Review of the Application of Uniform Standards or Operating Procedures During the Review of a Product Filing Submission would create a new process allowing filers, in limited circumstances, to request review of certain interpretive issues during review of a filing, in addition to any right to appeal upon disposition.

3. Recommendation Not to Expand Waiver of Surrender Charge Triggers
The Product Standards Committee recommended not amending the Additional Standards for Waiver of Surrender Charge Benefits to add new benefit triggers (such as financial hardship or natural disasters) for individual annuity products. This recommendation is open for comment.
