Tips on When to Use TOI L08I

Filers often inquire when to file using the L08-Other Type of Insurance (TOI) versus the more specific TOIs such as L04-Term Life TOI or L07-Whole Life TOI. You might be aware that the Compact does not require or want the same material submitted in separate filings when the material will be used for multiple types of insurance. This tip addresses when a filing should use the L08-Other TOI for life insurance products used across product lines.

For new form filings, the L08-Other TOI is available for Applications and Riders and Endorsements filing types, and should be used when a form can be used with multiple life products that involve multiple TOIs. For updating previously approved products, filers can even submit Supporting Documentation Updates (SDU) under this TOI when the update being made affects more than one type of product.

As a reminder, this TOI should not be used with a LTC or DI product. If an application, rider, or endorsement will be used with both a life product and an LTC or DI product, please use the applicable LTC or DI TOI. This is a requirement under FIN 2017-2: Individual Long-Term Care Filings and FIN 2018-1: Individual Disability Income Insurance Filings.
