2025 Annual Report

Key achievements included adopting new and amended group Uniform Standards—expanding eligibility for non‑employer groups—and enhancing the rulemaking framework through the introduction of a direct final rule process designed to streamline noncontroversial updates.
Throughout 2025, the Compact invested in building a more responsive and supportive regulatory infrastructure. The launch of the Regulatory Affairs Division, the rollout of new life insurance product training modules, and the successful transition to the new SERFF platform significantly improved clarity, efficiency, and consistency for both regulators and filers. Updated filing guidance, expanded tools, and increased access through NAIC Connect further strengthened the Compact’s commitment to transparency and uniform oversight.
